GLASGOW—The U.K., the host of the United Nations climate summit, released a proposed draft deal that urges the world’s governments to commit by the end of next year to deeper cuts in greenhouse-gas emissions, a move aimed at bridging the gap between their planned cuts and those that scientists say are necessary to avoid more destructive effects of global warming.

Separate draft agreements released Tuesday and Wednesday also outlined a possible deal over the rules of the Paris accord of 2015, one of the summit’s key objectives. Still, the texts suggested wide differences between governments over some of the summit’s biggest ambitions, as well as nuts-and-bolts issues that will be key to any final deal.
